Detailed Description

Generate and return .true. if the attempt to set the current working directory to the input dir fails, otherwise return .false. upon success.

The name of this interface is intentionally chosen to be different from chdir which is an Intel ifport and GNU Fortran extension procedure name.

Parameters
[in]dir: The input scalar character of default kind SK containing the directory path to which the current working directory should switch.
Returns
failed : The output scalar logical of default kind LK.
It is .true. if and only if an error occurs while setting the current working directory to the specified input dir.

Todo:
Low Priority: A subroutine version of this functional interface could be implemented in future to avoid allocations and allow for non-default character kinds.
