Detailed Description

Generate and return .true. is the input Windows-style path begins with a drive-letter pattern like C:.

A drive letter can appear as the prefix in both absolute (e.g., C:\ or C:/) or relative (e.g., C:paramonte or C:../) Windows paths.
When it appears in relative paths, its proper treatment, particularly when joining path segments becomes critical.
The procedures of this generic interface generate and return .true. if the input path begins with an Enlish alphabet, followed by a colon : character. Otherwise, they return .false..

Parameters
[in]path: The input scalar character of kind any supported by the processor (e.g., SK, SKA, SKD , or SKU) containing an existing or virtual path.
Returns
pathHasDriveLetter : The output scalar logical of default kind LK that is .true. if and only if the input path is an absolute path based on Windows conventions.
